Two years ago, Hurricane Quincy hit North Carolina with Category-3 winds and over 30" of rain over two days. Now, with FEMA and HUD funding, the State of North Carolina has begun the process to make whole the residents whose damages exceeded their insurance or ability to rebuild.

The Hurricane Quincy Housing Repair and Replacement Program (HRRP) is a centralized housing repair or replacement program for Low- and Moderate-Income (LMI) families impacted by Hurricane Quincy. The program will manage and complete the construction process for the repair or reconstruction of damaged homes on behalf of eligible homeowners.

With the assistance of staff and vendors, the state will work with a pool of qualified contractors assigned to repair, reconstruct or replace damaged properties. Homeowners will not select their own contractors and will not contract directly with the construction contractor. No payments will be made to the property owner directly. Homeowners will be required to enter into agreements with the state, setting forth the terms and conditions of the program.

The Single Family Owner-Occupied portion of the HRRP is open to homeowners. Owners of rental properties may also be served.

Program Process

Who can apply?

Only the homeowners themselves shall be allowed to enter into this program. For our small rental program, landlords shall apply separately. This HRRP program shall only be for single-family dwellings and only their owners are eligible to apply.

What documents are required?

You will need proof of ownership of the property. This can take many forms from mortgage recordings, property tax bills and more. A complete list of the acceptable documents will be available when you apply online at hurricanequincyrecovery.org

Can I file and sign electronically?

Yes - in fact, this program is unique in that all can be done electronically, including signatures. We will have service centers open and available for you to go to in order to apply as well as to check progress on your Program Application.

Do I have to be a North Carolina resident?

You do not have to be a resident of the State but you do have to pay property taxes on the residence being evaluated for a grant with the HRRP program. You will need to provide proof of identity during the grants award process.
